Health system to build $110M outpatient center in Towson

The University of Maryland Medical System is building a 112,000-square-foot outpatient center in Towson to expand its outpatient care options in the region.

Construction on a four-story building at the St. Joseph Medical Center campus is expected to start in 2026 and finish in 2028, according to documents the health system and its partners submitted to state regulators. In addition to a floor of surgical rooms, the institution hopes to bring primary care, an infusion center and other medical specialties to the project, said Robin Luxon, senior vice president of clinical integration at St. Joseph. The project is one of the largest new construction efforts in the recent history of the St. Joseph campus, she said, with an estimated cost of $110 million.

In addition to serving St. Joseph, UMMS officials expect the center to be a place where people in other areas served by the health system, such as Harford County, can go for care if their local area lacks certain specialties.

The project will tear down an existing vacant building at 7601 Osler Drive to build the new ambulatory building from scratch. Though the hospital has seen some major renovations over the past decade, nothing has been at the scale of the forthcoming building, Luxon added. Rockville-based Wilmot Sanz and Virginia's Powers Brown Architecture will oversee the design, and Clark Construction will be the general contractor.

The health system plans to include a wide swath of specialties in the new building, including an infusion center, a diabetes center and sports medicine. Luxon also emphasized the importance of bringing more pediatric care to St. Joseph through the new building. Multiple hospitals across the state have closed their inpatient pediatric units as part of a nationwide decline in health care options for children.
