Guidance for Commenting on the PSC Staff Proposed Schedule

Comments Due: Thursday, August 14, 2025

The Maryland Public Service Commission (PSC) is accepting public comments on the proposed timeline for reviewing the MPRP — a 67-mile, high-voltage transmission line that would cut across farms and private lands in Baltimore, Carroll, and Frederick Counties.

Anyone can comment.

You do not need to be a formal party in the case to make your voice heard.

Legal counsel for the intervening organizations — including Stop MPRP, Inc. — have reviewed the proposed schedule. While generally supportive of the framework submitted by PSC Staff and PPRP, the legal team has outlined the following points for those who wish to include them in their own comments.

Your comment does not need to be long. Use your own voice — but these key messages are helpful to include:

Oppose Separating the Hearings

  • PSEG is asking the PSC to split the review into two separate phases — one to decide if the project is needed, and another later to assess impacts on landowners, the environment, and communities.
  • This would mean two hearings, two rounds of testimony, and two sets of cost for communities.
  • It also reduces transparency by separating issues that should be considered together.
  • PSEG must prove the project is needed through the full hearing process — not assume urgency to rush it forward.

Support a Public-Friendly Schedule

  • The PSC Staff and PPRP’s proposed schedule is a strong starting point that allows for a more thorough and inclusive review.
  • It gives agencies, local governments, and the public time to review materials, prepare comments, and participate meaningfully.
  • Any shorter timeline would be unrealistic and unfair — especially for landowners juggling work, farming, family, and legal questions.
  • A thoughtful schedule helps ensure that community voices and environmental, economic, and agricultural concerns are fully heard, not sidelined.
